Introduction: Rural communities, including the 103 towns and villages residing within the boundary of the Adirondack Park, suffer from a host of economic development problems, including a lack of jobs and businesses. Roughly 23% of Adirondack towns had unemployment rates over 10% in 2000, when the US rate was 4.1%. ADKCAP in partnership with its precedent, the Energy $mart Park Initiative, developed a model to support such communities with comprehensive Community Energy Efficiency Management (CEEM) services to address economic needs through the “low-hanging fruit” afforded by energy efficiency incentives and programs.
